Provincial Nominee Programs

The Provincial Nominee Programs are for workers who have skills, education, and work experience to contribute to the economy of a specific province or territory.

Each province and territory, apart from Quebec, have their own immigration programs ("streams") and requirements to target specific groups of people. You must show intent in living in that province to apply for their program.

Depending on the stream you are applying to, you may be using the non-Express Entry process, or through Express Entry.

  • Non-Express Entry Process
  • Express Entry Process

When using this pathway, you will apply to the province or territory for nomination without using the Express Entry system.

If you meet the eligibility requirements of the province, you will receive a nomination and will be able to apply for permanent residence online. The processing times are usually longer than through Express Entry.

If you receive a nomination from a province or territory, you will be invited to apply through Express Entry, and you will be able to submit an electronic application to IRCC.

There are two ways to be nominated using the Express Entry process:

1. You contact the province or territory and apply for a nomination under an Express Entry stream.

  • If they agree to nominate you, you create or update an Express Entry profile showing you have been nominated;

2. You create an Express Entry profile and select the provinces and territories you are interested in. If a province or territory sends you a "notification of interest" you can apply for their Express Entry stream.

  • If you are nominated, you will receive a nomination certificate in your account from the province or territory, and you can accept it electronically.
